TNE empowers Trafikverket to edit, store, and provide information about the Swedish road network

The National Road Database (NVDB), one of the country’s master databases, is a cooperation between the Swedish Transport Administration (Trafikverket), Sweden’s municipalities and regions, the forest industry, the Swedish Transport Agency, and the Land Survey. Trafikverket is the main authority for the NVDB and uses the TNE platform to edit, store, and provide the data from the NVDB.

Higher requirements for IT security behind the change to a new technical solution

The previous technical solution was developed for NVDB over 20 years ago. The solution together with associated update programs has been maintained by Trafikverket. A higher requirement for IT security was one of the factors behind Trafikverket issuing an RFI (Request for Information). In 2022 Trafikverket selected Triona to supply the solution. The solution is based on the TNE platform with the TNE editor as the update tool.

Trafikverket already uses TNE to manage road and railroad data as well as in their national geodata platform “Lastkajen”. The following image shows a simplified view of the technical solution.

TNE was previously used by Trafikverket among other things as a part of “Lastkajen”. TNE Editor was used by a number of municipalities and the Land Survey. Now both TNE and TNE Editor are also part of the IT solution NVDB, as shown   in green above.

Project implementation

In the project Triona and Trafikverket worked together to ensure that as the update tool TNE Editor meets Trafikverket production central’s requirements for both advanced and at the same time easy editing. The work was carried out in stages and was broken down into a number of deliveries so Trafikverket could continuously give feedback on the functions which TNE Editor offers and therefore guarantee a workable complete solution after deployment.

A system migration of this type affects the whole business and Trafikverket’s development project has therefore included user training on TNE Editor and Trafikverket’s internal system. In the training Trafikverket and Triona worked together to give comprehensive training on the application. During the training sessions a need was identified to further improve the review functionality in TNE Editor. Because the project was delivered in several stages, this requirement could be handled, and the application now contains advanced review functionality to analyse the changes the data suppliers have made.

New NVDB technical solution now in production

In April 2024, Trafikverket migrated to the new technical solution for NVDB which is based on TNE. TNE Editor will be used to review and update the data which is delivered to the NVDB by municipalities, forest owners, and other stakeholders. TNE Editor offers among other things very good support for creating and editing NVDB data files, which aligns well with Trafikverket’s work processes.

When the update tool for NVDB is swapped out to TNE Editor, Trafikverket’s production central will get access to a modern and web-based tool. Trafikverket have chosen to be solely responsible for the operation and maintenance of TNE and TNE Editor in their own environment.

Problem definition: Trafikverket had a requirement for upgrading the existing NVDB solution to a new, modern, and secure platform. The new platform should be deployed in Trafikverket’s own environment and support the business from data registration to data provision. Trafikverket also required an application to register updates to the public road network and review deliveries from other external actors. 

Solution: Triona’s platform TNE was previously used in Trafikverket to manage road and railroad data as well as in their national geodata platform “Lastkajen”. In the new technical solution for NVDB, TNE is used for data storage and processing while TNE Editor is used to update, review, and check in the issues delivered to the NVDB by municipalities, forest owners, and other stakeholders. TNE will enable Trafikverket to build powerful information flows to refine, strengthen quality control, and make data available both internally and externally.
